DESCRIPTION:Test Your Readiness on October 5 – 6 \nARRL’s Simulated Emergency Test (SET) is October 5 – 6\, 2024\, and this nationwide exercise is the chance to test your personal emergency-operating skills and the readiness of your communications equipment and accessories in a simulated emergency-like deployment. \nFairfield County ARES will conduct a Simulated Emergency Test (SET) on Saturday\, October 5\, at 7pm.\, on frequency 146.70MHz with a PL Tone of 94.8 Hz. The Scenario for the Fairfield County ARES SET will be a high wind severe weather event\, impacting each participating amateur radio operator’s specific location. \nAll Licensed amateur radio operators are welcome to participate in this exercise. \nDuring the SET\, each participating operator will be asked to Report out to NET Control\, the following conditions in their area: \n\nLarge Branches down\nUprooted tress\nDamage to buildings/cars\nPower poles down\nPower Outages\nImpassible roadways\nDisabled vehicles\nFlooding in buildings\, creeks\, or riverbeds\n\nBe creative and report out on damage you are most likely to see in your area/location. \nIn addition\, please remember that station readiness and personal training and practice are tenets of the Amateur Radio Service. SUMMARY:NATIONAL FIRST RESPONDERS DAY
DESCRIPTION:National First Responders Day is celebrated on October 28th to honor the men and women who are the first to respond to emergencies. This includes firefighters\, police\, emergency medical technicians (EMTs)\, paramedics\, and 911 operators. The day is also a time to recognize first responders in your life\, pay tribute to those who have died in the line of duty\, and support programs that improve services for first responders. \n#NationalFirstRespondersDay \nFirst responders dedicate their lives to save lives. They are the people who run toward a crisis while the rest of the world flees. According to the Department of Homeland Security\, 4.6 million career and volunteer first responders support the communities where they live. They are firefighters\, police\, emergency medical technicians (EMT)\, paramedics\, and 911 operators. In an emergency\, they’re the first on the scene. These dedicated professionals answer the call when a crisis arises\, often putting their own lives on the line. \nServing as a national day of gratitude\, we pay tribute to their endless hours and around the clock service provided to their communities. As one of the most dangerous jobs in the country\, the day also pays tribute to the fallen first responders. According to the CDC\, 97 firefighters and 155 police officers die each year in the line of duty. Additionally\, their rate of occupational injury is higher than the national average. Often\, the very people saving lives are our neighbors\, friends and family members. And their families know the price they pay for their dedication to the job. \nAnd even though they are an integral part of our communities\, their sacrifices go beyond the hours they work. They face high stress\, often daily. The trauma they see wears on them both mentally and physically. Many experience Post Traumatic Stress. Long periods away from family add stress to their relationships\, too. \nNational First Responders Day is also a call for action. First responders deserve our support. Through resources and awareness\, first responders can live healthier more productive lives and pass their knowledge and skills on to the next generation of first responders\, too. \nHOW TO OBSERVE NATIONAL FIRST RESPONDERS DAY \nThe day provides you with an opportunity to recognize a first responder in your life. You might be surprised at how many you know. If their service is voluntary\, you may only know about their day job. Offer to treat them to their favorite beverage or buy their next meal. Be supportive of their family\, too. More importantly\, support programs that improve services to first responders. Connect with a first responder who came to your rescue and thank them. Let them know you appreciate their dedication and sacrifice. \nShare your appreciation on social media using #NationalFirstRespondersDay. \nNATIONAL FIRST RESPONDERS DAY HISTORY \nIn 2019\, the United States Senate passed a resolution designating October 28th as National First Responders Day to honor the men and women putting their lives on the line. Additionally\, many states have proclaimed October 28th as National First Responders Day and others recognize the observance on different dates throughout the year.

DESCRIPTION:Release Date:\nAugust 3\, 2023\n\n\nTest Messages Will be Sent to All TVs\, Radios and Cell Phones \nWASHINGTON — FEMA\, in coordination with the Federal Communications Commission (FCC)\, will conduct a nationwide test of the Emergency Alert System (EAS) and Wireless Emergency Alerts (WEA) this fall. \nThe national test will consist of two portions\, testing WEA and EAS capabilities. Both tests are scheduled to begin at approximately 2:20 p.m. ET on Wednesday\, Oct. 4. \nThe WEA portion of the test will be directed to all consumer cell phones. This will be the third nationwide test\, but the second test to all cellular devices. The test message will display in either English or in Spanish\, depending on the language settings of the wireless handset. \nThe EAS portion of the test will be sent to radios and televisions. This will be the seventh nationwide EAS test. \nFEMA and the FCC are coordinating with EAS participants\, wireless providers\, emergency managers and other stakeholders in preparation for this national test to minimize confusion and to maximize the public safety value of the test. \nThe purpose of the Oct. 4 test is to ensure that the systems continue to be effective means of warning the public about emergencies\, particularly those on the national level. In case the Oct. 4 test is postponed due to widespread severe weather or other significant events\, the back-up testing date is Oct. 11. \nThe WEA portion of the test will be initiated using FEMA’s Integrated Public Alert and Warning System (IPAWS)\, a centralized internet-based system administered by FEMA that enables authorities to send authenticated emergency messages to the public through multiple communications networks. The WEA test will be administered via a code sent to cell phones. \nThis year the EAS message will be disseminated as a Common Alerting Protocol (CAP) message via the Integrated Public Alert and Warning System-Open Platform for Emergency Networks (IPAWS-OPEN). \nAll wireless phones should receive the message only once. The following can be expected from the nationwide WEA test: \n\nBeginning at approximately 2:20 p.m. ET\, cell towers will broadcast the test for approximately 30 minutes. During this time\, WEA-compatible wireless phones that are switched on\, within range of an active cell tower\, and whose wireless provider participates in WEA\, should be capable of receiving the test message.\nFor consumers\, the message that appears on their phones will read: “THIS IS A TEST of the National Wireless Emergency Alert System. No action is needed.”\nPhones with the main menu set to Spanish will display: “ESTA ES UNA PRUEBA del Sistema Nacional de Alerta de Emergencia. No se necesita acción.”\n\nWEA alerts are created and sent by authorized federal\, state\, local\, tribal and territorial government agencies through IPAWS to participating wireless providers\, which deliver the alerts to compatible handsets in geo-targeted areas. To help ensure that these alerts are accessible to the entire public\, including people with disabilities\, the alerts are accompanied by a unique tone and vibration. \nImportant information about the EAS test: \n\nThe EAS portion of the test is scheduled to last approximately one minute and will be conducted with the participation of radio and television broadcasters\, cable systems\, satellite radio and television providers and wireline video providers.\nThe test message will be similar to the regular monthly EAS test messages with which the public is familiar. It will state: “This is a nationwide test of the Emergency Alert System\, issued by the Federal Emergency Management Agency\, covering the United States from 14:20 to 14:50 hours ET. DESCRIPTION:The National Weather Service has scheduled three virtual spotter training webinars that will be open to the public and FEEE OF CHARGE. We are also working to finalize details associated with some in-person classes — and an in-person schedule will likely be finalized and publicly released by next week.\n\nEach of the three classes will be conducted as a live webinar with live Q&A. SUMMARY:Is This Thing On? Using Backup Communications Systems To Ensure Mission Readiness
DESCRIPTION:Maintaining emergency communications capabilities before\, during\, and after emergencies is critical for sharing life-saving information. Organizations across the Emergency Communications Ecosystem must plan for multiple backup communications capabilities to ensure their mission can still be accomplished if primary systems are lost or degraded. To achieve this level of preparedness\, public safety organizations need to collaborate with other partners to plan for and establish redundancies\, as well as routinely assess the readiness of their primary\, secondary\, and backup communications capabilities. However\, the SAFECOM Nationwide Survey (SNS) found that most public safety organizations are not properly testing their backup communications systems. For out-of-the ordinary situations when multiple organizations and agencies are involved and backup systems are most likely to be needed\, just 26% of organizations test their backup voice and only 15% test their backup data.\n\n\n\n\n\nDuring this webinar\, participants will hear from the Chairman of the Federal Communications Commission Regional Planning Committee 20\, Mr. Charles Bryson\, about real-world examples showcasing collaborative planning approaches and best practices for establishing and testing interoperable backup capabilities.
